How to File Your Complaint

Step 1 β€” Document Everything

Step 2 β€” FTC (Federal Trade Commission)

Visit reportfraud.ftc.gov and select 'Banks & Lenders' or 'Online Shopping'. Include transaction IDs, dates, and amounts involved in the complaint.

Step 3 β€” CFPB (Consumer Financial Protection Bureau)

File at consumerfinance.gov/complaint under 'Money Transfer, Virtual Currency, or Money Service'. PayPal is regulated as a money transmitter and must respond to CFPB complaints within 15 days.

Step 4 β€” BBB (Better Business Bureau)

File with the BBB of San Jose/Silicon Valley (PayPal's San Jose HQ jurisdiction) at bbb.org/complaints. Include your PayPal case ID and transaction reference numbers.

Step 5 β€” State Attorney General

Contact your state Attorney General's consumer protection division. California residents file at oag.ca.gov. PayPal is licensed in all 50 states as a money transmitter, so your state financial regulator may also accept complaints.
